How to Verify a California Locksmith License in Redding
As of October 2026, every locksmith company working in Redding and the rest of Shasta County needs a Locksmith Company license from California's Bureau of Security and Investigative Services (BSIS) — not the CSLB — and you can check one in a few minutes with BSIS's "Verify a License" tool or by calling BSIS at (800) 952-5210.
This walkthrough is for Redding-area homeowners, renters, and business owners who want to check a locksmith before letting them work. It uses only BSIS's own published guidance.
Who licenses locksmiths in California
Most home-service trades in California are licensed by the Contractors State License Board (CSLB). Locksmiths aren't one of them. Locksmith companies are licensed by the Bureau of Security and Investigative Services, a division of the Department of Consumer Affairs that also licenses alarm companies, private investigators, and security guards. So if you look up a Redding locksmith on the CSLB site and find nothing, that on its own isn't a red flag. You're simply looking in the wrong database.
BSIS defines a locksmith as a business that "installs, repairs, opens or modifies locks, or that originates keys for locks." Someone who only duplicates existing keys, like a hardware store key counter or a kiosk, is not considered a locksmith and doesn't need the license. A lockout, a rekey, a lock change, or a new car key made from scratch is locksmith work.
Two things make the BSIS license worth checking. To get one, each applicant, partner, or corporate officer goes through a criminal history background check with the California Department of Justice and the FBI. And the application has to name the person who manages the business day to day. That's a real accountability trail, and it's exactly what an anonymous out-of-area call center can't give you.
Company license vs. employee registration
BSIS licenses the company. The individual technicians who work for a licensed company are registered with BSIS as locksmith employees. When a locksmith arrives, you're checking both: is the business licensed, and is this person working under it?
A company license is valid for two years, according to the BSIS locksmith company FAQ. New employees can start on a temporary registration card that's valid for 120 days while BSIS processes their application. BSIS says plainly that someone on a temporary registration may not have finished a criminal history review yet. That isn't a reason to turn them away, but it is a reason to make sure the company behind them is licensed.
How to Check a California Locksmith License, Step by Step
A six-step check you can run from your phone before a locksmith starts on your house, car, or business in the Redding area.
- 1
Get the exact company name and its license number
Ask the dispatcher or the website for the locksmith company's legal business name and its Bureau of Security and Investigative Services (BSIS) license number. A first name and a cell number are not enough to check anything.
- 2
Open BSIS's "Verify a License" tool, or call BSIS
BSIS's consumer guidance tells you to use "Verify a License" on its website (bsis.ca.gov) or to call (800) 952-5210. The online lookup runs through the Department of Consumer Affairs license search, which may ask you to confirm you're human first.
- 3
Look up the company, not just a name that sounds right
Search by the license number if you have it — it's the most precise match. If you only have a business name, check that the result is the same business you're talking to, not a similarly named company somewhere else in California.
- 4
Confirm the license is current
A BSIS locksmith company license runs for two years, and BSIS treats it as delinquent the day after its expiration date. If the record looks expired, unclear, or doesn't match, call BSIS before you let work start.
- 5
Check the person who shows up
BSIS advises asking to see the company license or the employee's registration card, plus a photo ID, when the locksmith arrives. A temporary registration card is valid for 120 days, and BSIS notes its holder may not yet have completed a criminal history background review.
- 6
Get a receipt with the license number on it
BSIS recommends a receipt showing the company name, the company license number, and the cost of all parts and services, including the full amount charged. Keep it — it's what a complaint or insurance claim starts from.
BSIS's lookup: Verify a License (bsis.ca.gov). Prefer the phone? BSIS takes license questions at (800) 952-5210.
If you're locked out right now
A full lookup isn't always practical when you're standing in a parking lot at 11 p.m. The short version takes less than a minute: ask the dispatcher for the company's name and BSIS license number before they send anyone, and when the technician arrives, ask to see the license or registration card and a photo ID. A real locksmith expects the question. If the answer is a dodge, or the name on the card doesn't match the company you called, don't let them start. You can run the full check afterward from the receipt, which should carry the license number.
The Redding and Shasta County layer
The locksmith license itself comes from the state, so the BSIS check is the same in Redding as anywhere else in California. What varies locally is the general business license, and BSIS itself notes that local government may require a business permit.
- City of Redding: any business that operates in the city, or is based there, needs a City business license. That includes home-based businesses. The City Clerk's Office handles business licenses.
- Anderson and Shasta Lake: each is its own incorporated city with its own business-license system. Anderson's business-license line is 530-378-6626; Shasta Lake's is 530-275-7460.
- Unincorporated Shasta County (addresses outside the Redding, Anderson, and Shasta Lake city limits): a City of Redding business license isn't required there. Check with Shasta County about any county requirements.
A local business license is a good sign that a company really operates here, but it's not a substitute for the BSIS license. The state license is the one that covers locksmith work and comes with the background check.
When a bigger job also needs a CSLB license
For most lockouts, rekeys, and lock changes, the BSIS license is the whole story. Larger installation projects can be different. BSIS's fact sheet says a locksmith company doing work at a single site above a certain value also needs a contractor's license from the CSLB (it names classifications C-28, C-61, and D-16). BSIS's sheet dates from 2020, and the CSLB's dollar threshold for contractor licensing has changed since then, so we're not quoting a figure here. If you're planning something bigger, like access control across a business, new doors with hardware, or a full commercial rekey with installation, ask the company whether it also holds a CSLB license and check it on cslb.ca.gov. Our commercial locksmith guide covers what those jobs usually involve.
What a license check does — and doesn't — tell you
A current BSIS license tells you the company is known to the state, went through the background process, and has a named manager. It doesn't tell you the price, the quality of the work, or whether the company carries insurance. For those, compare quotes and ask directly. Our Redding locksmith cost guide shows typical local price ranges so you can tell when a quote is out of line.
Watch for these red flags alongside the license check:
- No company name, or a name that changes between the ad, the phone call, and the van.
- Won't give a license number, or gives one that doesn't match the company in the lookup.
- An out-of-area phone number answering a "local Redding locksmith" ad. This has been documented in Redding-area searches; see our guide to avoiding locksmith scams in Redding.
- No ID or registration card when the technician arrives.
- A price that jumps once they're at your door, or a charge just for showing up.
- No written receipt, or a receipt without the company's license number.
If something goes wrong
BSIS takes complaints about unlicensed locksmith activity and about work that wasn't completed as agreed. You can file one through the Department of Consumer Affairs complaint page or by calling (800) 952-5210. Your receipt, with the company name and license number, is the most useful thing to have on hand. If a locksmith threatens you or insists on payment just for showing up, BSIS's consumer tips say to stop and call the police.

Frequently Asked Questions
Who licenses locksmiths in California — the CSLB or BSIS?
Locksmith companies in California are licensed by the Bureau of Security and Investigative Services (BSIS), a division of the Department of Consumer Affairs — not the Contractors State License Board (CSLB). A CSLB search coming back empty for a locksmith is normal; the BSIS lookup is the one that matters.
How do I check a locksmith's license in Redding?
Use BSIS's "Verify a License" tool at bsis.ca.gov or call BSIS at (800) 952-5210. The locksmith license comes from the state, so the same check applies in Redding, Anderson, Shasta Lake, and the rest of Shasta County; the three cities each run their own general business-license systems on top of that.
Does a key-cutting kiosk or hardware store need a locksmith license?
No — BSIS says a locksmith license is not required for retail establishments or individuals who only duplicate keys from an existing key. Installing, repairing, opening, or modifying locks, or originating keys, is locksmith work that needs the license.
The locksmith has a temporary registration card. Is that okay?
It can be legitimate: an employee of a licensed locksmith company may work on a temporary registration card valid for 120 days while BSIS processes the application. BSIS also notes that someone on a temporary registration may not have completed a criminal history background review, so checking the company's license matters even more.
Where do I report an unlicensed locksmith or a job gone wrong?
File a complaint with BSIS through the Department of Consumer Affairs complaint page or by calling (800) 952-5210. If a locksmith threatens you or demands payment just for showing up, BSIS's guidance is to stop and call the police.
